Benin / CENA : Emmanuel Tiando reviews the strengths and weaknesses of the electoral code

The conference room of “Benin Royal Hotel” serves as a framework since this morning, Thursday, January 25, 2018, at an evaluation workshop of the electoral code. Initiated by the autonomous national electoral commission (cena), this evaluation workshop will allow the actors involved in the organization of elections in the Republic of Benin to question the strengths and weaknesses of the texts that supported the organization of elections in Benin during the last three elections.

Officially launched by Emmanuel Tiando, President of the National Electoral Commission, this workshop which involves the participation of several actors involved in the organization of elections in Benin is an activity contained in the annual work plan of the body in charge of elections .

In presenting the electoral code, President Emmanuel Tiando recalled that the law on the Electoral Code in the Republic of Benin, promulgated in 2013, is the result of the consensus of the political class around the procedures involved in the organization of elections in our country.

CENA wants to reduce election costs in Benin

The National Autonomous Electoral Commission (CENA) wants to better control the electoral expenses of Benin. She invited to a workshop opened June 19 in Cotonou, the various structures involved in the organization of elections.

In three days of work, the representatives of the ministries, the Supreme Court, the Constitutional Court, the Parliament as well as those of the civil society will think about the harmonization of the mechanisms of elaboration of the budgets of the elections. Emmanuel Tiando, the president of the CENA specified the tasks. It is :
Define the main cost elements of elections in Benin
Estimate the hourly workload of each electoral officer
Propose harmonized rates of bonuses to be paid to election officers
The goal is to reduce the costs of elections deemed high by the president of the CENA. They have been growing from one election to another since 1991, said Basil Fassinou, the budget coordinator at CENA.

The rationalization of election expenses is also one of the objectives of the proposed reform of the electoral code. In particular, it is a question of introducing general elections to avoid the enormous expenses induced by successive elections such as those to come in the next three years (legislative elections in 2019, communal elections in 2020 and presidential elections in 2021).

CENA wants 805 million budget complement

The president of the CENA, Emmanuel Tiando presented before the national representation, a draft budget of 1 billion FCFA. After expressing his concern that this budget will not allow the CENA to carry out a certain number of activities prior to the organization of the next election, Emmanuel Tiando did not go through four ways to ask the representative to plead with the Ministry of Finance to grant an additional credit of 805 million CFA francs to CENA.

“Beginning in 2019, we are entering a new electoral cycle and we need to conduct preparatory activities for the organization of these elections. And these different activities are absolutely necessary and that is why we asked the national representation to support us so that the Ministry of Finance agrees to grant us an additional credit of 805 million FCFA to enable us to carry out these activities which are absolutely essential to the organization of the next elections, “he said to that effect.

Of course, the national representation expressed its concerns about the functioning of the CENA, the preparatory activities for the organization of the polls, the need to have every year a budget forecast to be able to prepare the elections instead of the elections. wait until the last moment to apply for these credits, which are relatively large credits. It is in this logic that the national representation expressed its concern to see the CENA organize, to be proactive, because according to the deputies, “if there is no proactivity, we run the risk of to be surprised at the last moment “. And in the face of this concern, Emmanuel Tiando says that the CENA can only be proactive if it has a certain number of resources. “If these resources do not exist, we can not undertake all the actions that are absolutely necessary for the preparation of the various elections,” he said.

In conclusion, he hoped that the national representatives had taken note of these grievances so that all the arrangements could be made as part of the preparation of the elections.
